Theoretically, if there is an optimal speed for a given task/wood, it ought to be the speed at which the wood moves past the cutting edge, which would mean lathe speed should be increased proportionately as radius decreases. Of course unless you have one of the fancy new digitally-controlled saws, or one of the older ones with a "continuous transmission" setup, that's sorta hard to do...
